Well, considering that there is quite a difference in species, as the cast is depicted as fictional talking ponies, none of the humanizations would make any logical sense, and matters pertaining to the concerns of ethnicity are virtually moot- a waste of mental energy one could be expending on other, more pressing matters in the world. You literally do not have any solid empirical evidence to prove how these fictional characters of the equine, a taxonomic family of horses, could equate to a "favored" ethnicity, in this case.
It's exactly like saying a humanized Homestuck troll cannot be depicted as black because of "reasons", completely ignoring the fact that the trolls are practically a different race all together, and their skin is gray, deeming all attempts at painting a character with a certain ethnicity obsolete.
This fallacious logic seems to be a recurring theme in the MLP community- or should I even call it a community anymore, since some are completely content with every single freaking thing being Anglo-centric and choose spit on anything different. I thought kindness, friendship, and tolerance was the overall theme of the MLP fandom, but I certainly guess not... especially when it comes to new, differing perspectives and diversity.
In other words, it's cool to think of different headcannons, but don't be a butt about it.
And no. It's not racist having an opinion on what Rarity would look like as a human. As long as she is just a fictional character, then no harm is done. I was pretty suprised that you chose Rarity to be black, since she is white in the series, but that is just Creative, and your opinion. And i like the way you think. Again i'm sorry if any of this sounds racist.. And sorry for my bad english..
I don't see Rarity as a black person either. (Not racist) In the series she is white, and she likes to be very royal/lady like. Like in the old days. And in the old days, people were very pale. So if i saw rarity in a human form, i would think pale. (Not pale white, just palER) But that is just my opinion, i like your Rarity, and i respect and like the way you think about her, in the human form.

Just my two-cents, but my Mom felt the same way as you, her whole life. (She had a very strong solid build, & her chest was huge) & was always so self conscious about it as a teen/young adult/30-something. She told me it held her back in ways she regrets now (& is always surprised to see that those ladies who can really throw down on the dance floor, or as athletes, are thick & proud). Definitely doesn't determine how 'feminine' you are, as (contrary to the nonsense shoved at us by the media) being 'feminine' or 'sexy' comes in all shapes & sizes.

Rara's had greater range, and I've seen her be small-chested before. It works, sure.
But I was just surprised by the small-chested Fluttershush which I have NEVER seen before. It's ALWAYS been a MASSIVE HAVING chest and there it is all small and flat and I'm like Why has noone else liked that it looks ok
I think most of it comes from a lot of people being into the Disproportionately Massive Hourglass Super Shy Person. idk why. It's the same thing with furries that I find so bizarre like why do 90% of them have these tits and hips that are like 6,000x bigger than the rest of them it just looks so alien
I don't want to just assume Rarity, TS and RD are all african-american so is there a possiblity one is latina or something else? I'm just a little curious since I used to have a Cuban gf who people thought was white.
